Rick serves as the Assembly Democratic Caucus Chair. In the legislature, he has been a strong advocate for environmental justice, and for the communities most impacted by pollution and climate change. He is an attorney, and a former board member and president of the California League of Conservation Voters, now California Environmental Voters.
He formed the Assembly District 51 Climate Action Advisory Committee, bringing together electeds and activists to work on climate change and environmental issues relative to the California Legislature and the state budget. He has championed legislation and funding for offshore wind technologies, most recently getting offshore wind included in the state’s $10 billion climate bond initiative.
