Chris Duncan

Chris Duncan began his service career as a federal prosecutor in the Department of Homeland Security. He was elected to the San Clemente City Council in 2020, becoming the first Democrat ever elected in that city, and served as Mayor in 2022. As Mayor of San Clemente, he championed Community Choice Energy to expand clean energy options and fought for coastal protection. In his own words:

“Climate action is inseparable from affordability, public health, and economic opportunity. Investments in clean energy, energy efficiency, and public transit lower costs for working families while reducing emissions. Green jobs and clean energy manufacturing are economic development.”

Chris has promised to fight to strengthen the Cap and Trade program, accelerate the phaseout of fossil fuel extraction, invest in wildfire prevention and adaptation, protect our coastline through robust state and local planning, expand Community Choice Energy programs, and ensure that climate investments create good-paying union jobs. He has also promised to push back on utility rate increases and support reforms that hold investor-owned utilities accountable.
