Chris Duncan began his service career as a federal prosecutor in the Department of Homeland Security. He was elected to the San Clemente City Council in 2020, becoming the first Democrat ever elected in that city, and served as Mayor in 2022. As Mayor of San Clemente, he championed Community Choice Energy to expand clean energy options and fought for coastal protection. In his own words:

He has also promised to push back on utility rate increases and support reforms that hold investor-owned utilities accountable.
